Prior to his appointment as Deputy Permanent Secretary, Dr Haji Affendy was the Director General of Medical Services from January 2002 to August 2008, Director General of Health Services from 2000 to 2002 and Director of Hospital Services from 1999 to 2000 at the Ministry of Health, Brunei Darussalam.

Dr Haji Affendy holds a Masters in Medicine, M Med (Public Health) from the National University of Singapore in 1995 where he was awarded the Tye Cho Yook Gold Medal for Best M.Med (PH) candidate. He also holds a Bachelor of Medicine and Surgery (MB ChB) from the University of Liverpool, United Kingdom in 1988. In 2007, Dr Haji Affendy attended the Senior Managers in Government Programme at the Kennedy’s School of Government at Harvard University, USA.

Dr Haji Affendy first practiced medicine in Liverpool, United Kingdom before returning back to Brunei to be appointed as a Medical Officer for the Ministry of Health in 1990. In 1995, Dr Haji Affendy was appointed as the Medical Superintendent at SSB Hospital in Kuala Belait followed by RIPAS Hospital, Bandar Seri Begawan in 1997 before being appointed as the Deputy Director of Medical and Health Services in 1999.

Dr Haji Affendy’s main and professional interests relate to his keen and strong belief for quality in overall governance and Human Resource Development, aiming to upgrade knowledge and skills amongst local professionals. This also relates to his role as Deputy Chairman for the ‘Jawatankuasa Pembaharuan Perkhidmatan Awam’ and ‘Jawatankuasa Tekad Pemedulian Orang Ramai dan Pengaduan Awam’.

Dr Haji Affendy is a fully registered Medical Practitioner in Brunei Darussalam and the United Kingdom. He is also a Member of the Royal College of General Practitoner, UK (MRCGP, [UK]) and was appointed as an examiner for the Royal College of General practitioner (Int) for two years.

He has keen interest in community works and is a member of the Board of Directors for the Sultan Haji Hassanal Bolkiah Foundation and the Board of Trustees at the Pusat Ehsan Al-Ameerah Al Hajjah Maryam, a centre for special needs people. He led the Brunei Medical Humanitarian Relief Team for the victims of the Tsunami in Aceh, Indonesia in 2005.
He has also been bestowed with the Darjah Setia Negara Brunei(SNB) in 2007, Darjah Seri Paduka Mahkota Brunei (SMB) in 2003 and the Pingat Jubli Perak in 1992.

Dr Haji Affendy was born on the 6th of June 1965. He is married to Dr Hajah Sabrina Su Hong binti Abdul Azim Lim a Consultant Dermatologist and has been blessed with two children. His hobbies include golf and badminton whilst also having a keen eye for photography.
