IT AND E-GOVERNMENT

Abdul Mutalib was appointed as the Deputy Permanent Secretary at the Prime Minister’s Office on 30th March 2009. Prior to that, he was the Deputy Permanent Secretary at the Ministry of Communications from August 2008 to March 2009.

He first started his government career at Jabatan Telekom Brunei (JTB) in 1995. He was then appointed as Special Duties Officer at the Ministry of Communications in April 2001 where he was tasked to assist in policy making and to manage regulatory matters. From January to August 2001, Abdul Mutalib was seconded to the Secretariat for the Brunei Darussalam IT (BIT) Council. From 2003 to February 2007, Abdul Mutalib was Assistant Chief Executive at the Authority for Info-communications Technology Industry of Brunei Darussalam (AITI). In March 2007, he was appointed as Acting Senior Special Duties Officer at the Prime Minister’s Office. From April to August 2008, he held a position as Acting Director of Planning, e-Government and Media at the Prime Minister’s Office.

Among some of Abdul Mutalib’s contributions to the nation included his work in the preparation of policy, legal, new licensing and operational framework for the setting up of the Authority for Info-communications Technology Industry of Brunei Darussalam (AITI) in 2002-2003. In 2006, he helped put in place new regulatory controls for mandatory re-registration and registration of prepaid sim cards for mobile service providers in Brunei Darussalam, which continues to be in practice to date.  Abdul Mutalib is an appointed Member of the Authority for Info-Communications Technology Industry of Brunei Darussalam (AITI) for 2010 - 2012.

Abdul Mutalib holds an honours Bachelor Degree (B.A.) in Management Studies from the University of Brunei Darussalam. He also graduated from the University of Melbourne, Australia with a Diploma in Business & Information Technology (IT) Economics and a Master of International Business (MIB). He has also attended several courses that included among others, a CIOs program at the University of Waseda, Japan, telecoms policy and regulatory programs at the University of California, Los Angeles (UCLA), USA and the University of Adelaide, Australia respectively.

Abdul Mutalib has been awarded with the meritorious award Pingat Indah Kerja Baik (PIKB).

Abdul Mutalib is happily married to Noor Ashikin Pehin Orang Kaya Seri Sura Pahlawan Dato Paduka Haji Mohd. Tahir and blessed with six children. He enjoys brisk walking and family outings.
