Born 21 February 1963, Haji Noor Jusmin bin Haji Abd Samad started his early education at Sekolah Melayu Dato Gandi, Kampong Dato Gandi, Brunei Darussalam. He proceeded to Singapore to undergo his secondary education at Kaki Bukit Secondary School in 1976.

Haji Noor Jusmin read B.A (Hons) Economics from The Polytechnic Wolverhampton (now The University of Wolverhampton, United Kingdom in 1988. Prior to his appointment as Deputy Permanent Secretary at the Prime Minister’s Office commencing 22nd July 2010, he was the Secretary of Public Service Commission (PSC).

Haji Noor Jusmin has joined the Brunei Administrative Service (BAS) since 1988 and his first attachment was with Establishment Office (now Public Service Department, PSD) as Administrative Officer Grade 1.

His work exposure includes Anti Corruption Bureau and Department of Electrical Services.

Having served in the Brunei Public Service for more than 20 years, Haji Noor Jusmin has had ample experience administering the Economic Planning Unit, (now Department of Economic Planning and Development), Brunei Darussalam Economic Council and The Royal Brunei Police Force.

Haji Noor Jusmin’s short stint with the Belait District Office as Assistant District Officer in 1999 was a very memorable moment. That was the year Brunei hosted the South East Asian Games (SEA Games) where Belait District was the starting point of the ‘Torch Run’ which ended at the capital, Bandar Seri Begawan. It was also at Belait where he had the privilege to held the Malaysian Football Cup (a prestigious Malaysia Football competition) which Belait hosted the Brunei Malaysia Cup winning team. The climax in Belait was when he managed to stage of His Majesty’s The Sultan and Yang Di Pertuan of Brunei Darussalam 53rd birthday celebration in the district.

At PSC, where one of the challenges he had was the gathering of the “IO week barrier” in recruitment of civil servants, his team had success stories in mitigating challenges associated with administrative processes and human capacity.  Now PSC can supply the demand for people via “reserved candidates” immediately.

He is decorated with Darjah Setia Negara Brunei Yang Amat Bahagia (PSB) in 2006 by His Majesty The Sultan and Yang Di Pertuan of Brunei Darussalam.

His training includes the Middle Management Development Programme in 2003, the Leadership Development Exchange Programme in Malaysia, 2008 and the Executive Development Programme in 2009 which he had the chance to interact with fellow participants from Cambodia, Laos, Myanmar and Vietnam.

He resided in Kampong Tanjung Bunut.
